¿Puede la autonomía estratégica de la Unión Europea reforzarse con la actual situación geopolítica?

Abstract

En los últimos años las relaciones internacionales se han ido deteriorando debido a la creciente rivalidad estratégica entre Estados Unidos y China como superpotencia mundial. La Unión Europea siempre ha sido muy dependiente de Estados Unidos y nunca ha conseguido dar ese salto geopolítico como centro de poder de influencia global. Sin embargo, lleva un tiempo intentando avanzar hacia una autonomía estratégica, aumentando su soberanía y su capacidad de ejercer poder en el sistema internacional para promover sus intereses. El concepto de autonomía estratégica tiene diversas interpretaciones, pero nos centraremos en la seguridad y la defensa. Se analizarán los pasos que ha tomado la Unión Europea para impulsarla y se definirán sus objetivos. También se examinarán los principales retos geopolíticos a los que se enfrenta la Unión Europea (el ascenso de China, el cambio de presidencia en Estados Unidos, la inestabilidad en los Balcanes, el Brexit...) para ver cómo influyen en el devenir europeo y en Europa como actor global. El actual contexto geopolítico, lleno de cambios y determinado por las relaciones de poder de los diferentes actores, lleva a considerar si permitirá a la Unión Europea reforzar su autonomía estratégica. Por muy favorable que sea la reciente situación para su fortalecimiento, necesita contar con el compromiso y el apoyo de los 27 Estados miembros, ya que implica la integración de la defensa de todos los países a favor de una mayor cooperación europea.

In recent years, international relations have deteriorated due to the growing strategic rivalry between the United States and China as a world superpower. The European Union has always been highly dependent on the United States and has never managed to make that geopolitical leap as a global power center of influence. However, it has been trying to move towards strategic autonomy, increasing its sovereignty and its power in the international system to promote its interests. The concept of strategic autonomy has different interpretations, but we will focus on security and defense. The steps that the European Union has taken to promote it will be analyzed and its objectives will be defined. The main geopolitical challenges facing the European Union (the rise of China, the change of presidency in the US, instability in the Balkans, Brexit...) will also be examined to see how they influence the future of Europe and its role as a global player. The current geopolitical context, full of changes and determined by the power relations of the different actors, leads to consideration of whether it will enable the European Union to strengthen its strategic autonomy. Even if the recent situation is favorable, it needs to have the commitment and support of the 27 member states, as it involves the integration of the defense of all countries to achieve a greater European cooperation.
