EVOLUCIÓN DE LA LEGISLACIÓN DE PUERTOS EN ESPAÑA DESDE EL SIGLO XX HASTA LA ACTUALIDAD

Abstract

Este trabajo analiza la evolución que ha tenido la legislación portuaria en España a lo largo del Siglo XX. Se enfoca en cómo diferentes etapas políticas han influido en los cambios que se han ido dando, especialmente respecto de las concesiones portuarias a particulares para su explotación económica, y de las concesiones políticas que se han ido realizando a favor de ciertas Comunidades Autónomas, a fin de desatascar el tablero político nacional. Termina con la cavilación de que en un futuro cercano, España se plantee la privatización de los puertos de interés general, empujada por las dificultades económicas que lleva arrastrando el país durante años, y que se han visto acrecentadas por la reciente crisis sanitaria del Covid-19.

This work analyses the evolution of port legislation in Spain throughout the 20th century. It focuses on how different political stages have influenced the ongoing changes, specially when it comes to port concessions for their economic exploitation to individuals, and political concessions to certain Autonomous Communities, in order to unclog the national political arena. It ends with the question on whether it is possible or not for Spain to privatize the main ports of the country in the near future, pushed by the economic struggles it has been dragging for many years, and that have been worsened by the recent Covid-19 sanitary crisis.
