Análisis de la reintegración económica de los migrantes retornados vía los programas de Retorno Voluntario Asistido y Reintegración implementados por la OIM Estudio de caso : Camerún

Abstract

Las migraciones han estado siempre estrechamente vinculadas a la historia de la vida humana, siendo percibidas como un proceso. A lo largo del tiempo, se ha investigado más sobre el movimiento de ida del Sur (generalmente pobre) hacia el Norte (habitualmente rico), ocultando el movimiento de retorno. Hoy en día, dicho retorno representa una solución voluntaria para muchos migrantes, que no pueden o no desean permanecer en el lugar donde se encuentran. Considerando la situación global precaria de estos migrantes junto con los desafíos de reintegración en sus países de origen, la OIM implementa, con la financiación de la UE, un programa de asistencia al retorno voluntario y reintegración en varios países, entre los que se incluye Camerún. Este programa tiene como objetivo facilitar el retorno de dichos migrantes y su reintegración en el plan social, psicosocial y económico en el país de origen. Esta investigación busca analizar el programa de asistencia al retorno voluntario y reintegración implementado por la OIM para ver si realmente contribuye a la reintegración económica sostenible de los migrantes retornados.

Migration has always been closely linked to the history of human life. Seen as a process, many research have focused over time on the “Outward” movement of people from poor South to rich North, thus forsaking the return movement. Nowadays, such return represents a voluntary solution for many migrants who are unable or unwilling to remain in host or transit countries. Considering that the global situation of those migrants together with the challenges of reintegration in their home countries hinders return, IOM is implementing with the funding of the EU the Assisted Voluntary Return and Reintegration programs in several countries including Cameroon. This programme aims to facilitate the return of these migrants and their reintegration into the social, psychosocial and economic mainstream of their home countries. The purpose of this research is to analyse the voluntary return and reintegration assistance programme implemented by IOM, to determine if it contributes to the sustainable economic reintegration of returning migrants.
