Challenging the notion that “refuges belong in camps”. Alternative settlement for migrants. The Case study of Ecuador.
Resumen
En las últimas décadas, las migraciones se han convertido en uno de los mayores problemas sociales. La solución generalizada que se ha tomado por parte de la comunidad internacional es el establecimiento de campos de refugiados de manera temporal hasta que la inestabilidad en los países de origen se resuelva. No obstante, frecuentemente, dichos conflictos se prolongan en el tiempo, dejando a los migrantes en situaciones de estagnación durante años. El objetivo de este trabajo es buscar estrategias alternativas de acogida en los países de destinos para migrantes, siendo la principal, la integración de migrantes en las ciudades. Este trabajo parte de la idea de que estas estrategias podrían ser beneficiosas, no sólo para los migrantes, que podrían romper con la dependencia generada en los campos, sino a su vez para las economías de los países de acogida, generando un mayor empleo, mercados más competitivos y fomentando el desarrollo de infraestructuras de las ciudades. Se estudia el caso de Ecuador, el país de América Latina que recibe más migrantes al año, todo ello, sin campos de refugiados. In the last decades, the migration phenomenon has become one of the greatest humanitarian crises. The generalized solution that has been established by the international community is the reception in refugee camps as a temporary solution to the displacement while the situation in their home country was being solved. Nonetheless, conflicts are frequently prolonged in time and migrants are stagnated in protracted situations. The objective of this project is to explore alternatives to refugee camps, namely, the reception of migrants in cities. The project is centered around the idea that this strategy will not only be beneficial for the migrants, who will be able to break the dependency built in the camps, but also for the development of the economies of the host countries, by creating more employment, generating a more competitive market, and promoting the development of the infrastructures of the cities. This is going to be studied from the perspective of Ecuador, the country of Latin America that hosts more refugees and migrants, without the establishment of camps.
