dc.description.abstractEste trabajo pretende estudiar cómo fue gestándose la deuda externa en las distintas regiones del mundo en desarrollo para acabar convirtiéndose en un problema global. En concreto, cómo la deuda pasó de estar en la agenda internacional y tener un lugar privilegiado durante los años setenta, ochenta y noventa del pasado siglo, a prácticamente desaparecer en los primeros años 2000 y, con ello, la discusión sobre la financiación externa de los países emergentes y en vías de desarrollo. El hilo conductor de este trabajo ha sido el análisis de los elementos comunes y diferenciales de los tipos de deuda externa y su tratamiento a lo largo de las últimas cinco décadas, para identificar las regiones más problemáticas, como son los casos de América Latina y el Caribe y África Subsahariana, frente al resto de regiones con menores problemas estructurales de deuda externa, como serían los casos de Oriente Medio y norte de África, Europa y los países emergentes y en desarrollo de la cuenta Asia-Pacífico. Finalmente, este desarrollo histórico de la deuda externa y la aparición de nuevos actores en calidad de prestamistas, como China, que juega un papel destacado en el endeudamiento de los países del África Subsahariano, pone de manifiesto el cambio en el perfil de la deuda hacia un mayor peso de la deuda externa privada y, dada la situación actual, cómo la deuda externa volverá otra vez a la agenda internacional, precisamente por la cantidad de recursos que van a necesitar los países ante el shock económico del COVID-19.es_ES
dc.description.abstractThe aim of this paper is to study how the external debt developed in the different regions of the developing world became a global problem. Specifically, how the debt went from being on the international agenda and having a privileged place during the seventies, eighties and nineties of the last century, to practically disappearing in the first years of 2000 and, with it, the discussion and necessary agreement on the external financing of the emerging and developing countries. The main thread of this work has been the analysis of the common and differential elements of the types of external debt and their treatment over the last five decades, in order to identify the most problematic regions throughout the process, such as the cases of Latin America and the Caribbean and Sub-Saharan Africa, as opposed to the rest of the regions with many fewer structural problems of external debt, such as the cases of the Middle East and North Africa, Europe and the emerging and developing countries of the Asia-Pacific. Finally, historical development of the external debt and the emergence of new actors as lenders, such as China, which play a major role in the indebtedness of the countries of Sub-Saharan Africa, highlights the change in the debt profile towards a greater weight of private external debt and, given the current situation, how the external debt will return again to the international agenda, precisely because of the amount of resources that the countries will need in the face of the economic shock of the COVID-19.es_ES
