La lección nórdica: trayectorias de desarrollo en Noruega, Suecia y Finlandia
Abstract
¿Qué nos pueden enseñar los casos nórdicos para la tarea del desarrollo chileno? Un elemento en común y decisivo que tuvieron estos casos fue las diversas funciones que el Estado ocupó a lo largo de sus respectivos despegues. Funciones que la literatura económica convencional tradicionalmente le asocia al mercado y a los actores privados, fueron tomadas por el Estado. El pensamiento sobre el desarrollo hoy dominante ha asumido un conjunto de premisas que justifican atribuirle al Estado una función de únicamente arquitecto de instituciones que aseguren el libre comercio y protejan la propiedad de los actores que ‘crean valor’ (empresarios). En esa coyuntura, se hace urgente sacarnos las anteojeras que solo ven en el Estado una estructura burocrática, pesada, ineficiente y únicamente redistribuidor. Si algo nos enseñan los casos analizados, es que el Estado también puede ser un actor empresarial que dinamice la economía, logre sacarla de círculos viciosos y tomar riesgos en construir sectores que puedan ser socialmente beneficiosos a pesar de que no generen rentabilidad en el corto plazo.
