Los procesos de Paz en Oriente Medio a la luz de los nuevos pactos de Israel con Emiratos Árabes Unidos y Bahréin

Abstract

Desde la creación del Estado de Israel en 1948, Oriente Próximo se ha visto constantemente sacudida por guerras, conflictos de menor bagaje, enfrentamientos civiles, y un resentimiento mutuo entre poblaciones israelíes y árabes, con especial énfasis durante los últimos años en el conflicto israelí-palestino. Pese a múltiples intentos de crear un espacio de dialogo y tolerancia entre las distintas facciones, este no se ha materializado, y la tensión ha continuado recrudeciéndose. La firma en 2020 de los Tratados de Abraham, creando una relación diplomática proactiva entre Israel, los Emiratos Árabes Unidos y Bahréin es de los primeros tratados de paz firmados en la región que suponen un cambio de paradigma positivo, influenciado no por necesidad, sino por una voluntad de los Estados firmantes de promover la paz y el entendimiento. Este trabajo, mediante un análisis de la situación previa a la firma de los Tratados, y otro de la situación posterior, junto con sus efectos y las previsiones a futuro, pretende esclarecer si estos Tratados realmente son lo que comulgan, y suponen un cambio de rumbo en la región definitivo, o si son pura fachada para que sus firmantes ganen puntos políticos de cara al exterior y a sus propias poblaciones.

Since the birth of the State of Israel in 1948, the Near-East has been engulfed in a series of wars, low-impact conflicts, civil confrontations and a mutual resentment between Israeli and Arab populations and governments, especially over the past years, with a Israeli-Palestinian conflict that has seen its worst clashes to date. Despite numerous attempts to create room for dialogue and tolerance amongst factions, this has not been achieved, and tensions have kept rising. The 2020 Abraham Accords signature, establishing proactive diplomatic relationships between Israel, the United Arab Emirates and Bahrein, is the first Treaty of its kind that seeks a positive change of landscape, being influenced not by necessity, but by these States will to promote peace and understanding among each other. This work, through an analysis of the immediate previous standing to the Accords, another on the immediate aftermath and its effects on the region, including the possible outcomes and future scenarios, aims to establish if this Treaty really are a game changer that aims to provoke a serious upset on the current situation in the region, or if they are just a publicity stunt so the signees can gain political scores among their population and towards the International Community.
