dc.description.abstractEste libro analiza el impacto de los cambios en la política de cooperación al desarrollo de Alemania en América Latina en una época de profundas transformaciones. El estudio se centra no sólo en analizar los factores condicionantes externos como es la propia globalización sino también factores internos, cruciales en la historia de Alemania. Uno de estos factores probablemente el más importante fue la reunificación alemana, que provocó una situación inesperada: la antigua Alemania Oriental se convirtió en el mayor receptor de ayuda de la República Federal. Las reformas administrativas y los reajustes presupuestarios que debieron llevarse a cabo para hacer frente a esta nueva problemática, supuso una reducción drástica en el número de proyectos de desarrollo, y un cambio tanto en la política exterior como en cooperación hacia nuevas áreas de interés geoestratégico. El país decidió mirar al Este. En la primera parte de este libro se abordan conceptos generales relacionados con la cooperación al desarrollo, en la segunda se explica la evolución de la cooperación alemana a lo largo de su historia, sus cambios y la situación actual. En la última parte se reflexiona sobre el impacto de esas transformaciones en los países receptores de ayuda, centrándose especialmente en América Latina.es-ES
dc.description.abstractThis book analyzes the impact of changes in the policy of German development cooperation in Latin America at a time of profound transformations. The study focuses not only on analyzing the external conditioning factors such as the globalization itself but also internally crucial in the history of Germany factors. One of these factors - probably the most important - was the German reunification, which caused an unexpected situation: the former East Germany became the largest recipient of aid the Federal Republic. Administrative reforms and budget adjustments that had to be done to address this new problems brought about a drastic reduction in the number of development projects, and a change in both the foreign policy and cooperation into new areas of geostrategic interest. The country decided to look to the East. The first part of this book, addresses concepts related to development cooperation and its Histroy, in the second part the chapter focuses on the evolution of German cooperation and its histrorical evolution until 1999 as well as the changes introduced due to the reunification and the end of the Cold War. In the last part we examine the impact of these changes in recipient countries, specially in Latin America. .en-GB
