¿Auge o declive de los regionalismos? Análisis comparativo entre la Unión Europea y el MERCOSUR.

Abstract

Tras la globalización predominante a lo largo del siglo XX, los procesos de integración regional emergieron en todas las regiones del mundo ante las nuevas necesidades de cooperación e interdependencia. Dos de los bloques más importantes en la actualidad son la Unión Europea y el Mercado Común del Sur. El presente trabajo de investigación profundiza desde un punto de vista multidimensional el grado de integración económico, político y social de ambos procesos. Primero, se ofrece una visión histórica de la evolución del concepto de integración regional para poder entender por qué surge ese concepto y cuál es su relevancia en el panorama internacional. A continuación, se analizan las teorías de relaciones internacionales de mayor relevancia que han dado forma a dichas organizaciones. Se investigan a su vez los factores internos y externos que les han afectado a lo largo de su historia. Por último, como medida del grado de integración, se muestra la evolución los flujos comerciales entre los países miembros de los bloques, las instituciones que forman su estructura, la participación de actores sociales en la toma de decisiones y la evolución de sus tratados, entre otros. El trabajo pretende responder a la suposición actual de que los bloques integradores están experimentando un periodo de fragmentación.

Following the globalization that prevailed throughout the 20th century, regional integration processes emerged in all regions of the world in response to the new needs for cooperation and interdependence. Two of the most important blocs at present are the European Union and the Southern Common Market. This research paper examines the degree of economic, political, and social integration of both processes from a multidimensional point of view. First, a historical overview of the evolution of the concept of regional integration is offered to understand why this concept arose and its relevance in the international arena. This is followed by an analysis of the most relevant international relations theories that have shaped these organizations. The internal and external factors that have affected them throughout their history are also investigated. Finally, as a measure of the degree of integration, the evolution of trade flows between the member countries of the blocs, the institutions that form their structure, the participation of social actors in decision-making, and the evolution of their treaties, among others, are shown. The paper aims to respond to the current assumption that the integration blocs are undergoing a period of fragmentation.
