Only salary increases structurally generate inflation. Rate cuts, if they are to finance a public deficit aimed at maintaining aggregate demand, not increasing it, are not inflationary.
Core inflation, to which general inflation tends to converge, only rises consistently if wages rise and, with more unemployment, it is very difficult for this to happen. Labor is extremely abundant and liquid in a globalized world, and this generates low inflation.
