Sistema sanitario en España. Sostenibilidad, vulnerabilidad y justicia: una reflexión bioética.

Abstract

El presente trabajo aborda la cuestión de la sostenibilidad del sistema sanitario español más allá de lo económico y desde una reflexión bioética con el principio de la bioética europea de vulnerabilidad y dignidad de las personas y el principio de justicia como ejes vertebradores. Tiene como objetivo focalizar la reflexión en otras cuestiones de la sostenibilidad que no sea la económica. Se analiza el sistema sanitario como concepto y su evolución, se realiza un repaso histórico de abordar la salud en España donde se exponen los datos claves del sistema sanitario español y la respuesta que tuvo ante la pandemia producida por la COVID-19. Se aborda la sostenibilidad desde perspectivas como los Objetivos de Desarrollo Sostenible y One Health o la corresponsabilidad; teniendo en cuenta las visiones de la desigualdad y la injusticia y desarrollo de la bioética social. Se propone la ética del diálogo y el principio de responsabilidad como guías que aporta la bioética para ofrecer respuestas sostenibles y responsables.

The present study addresses the question of the sustainability of the Spanish health system beyond the economy and from a bioethical reflection with the principle of European bioethics of vulnerability and dignity of people and the principle of justice as the backbone. The goal is to focus reflection on other issues of sustainability that are not economic. The health system is analyzed as a concept and its evolution, a historical review of addressing health in Spain is carried out, where the key data of the Spanish health system and the response it had to the pandemic caused by COVID-19 are presented and described. Sustainability is approached from perspectives such as the Sustainable Development Goals and One Health or co-responsibility; taking into account the visions of inequality and injustice and development of social bioethics. The ethics of dialogue and the principle of responsibility are proposed as guides provided by bioethics to offer sustainable and responsible responses.
