LA GRAN PRESA DEL RENACIMIENTO ETÍOPE Y EL CONFLICTO POR LAS AGUAS DEL NILO. Un análisis multidisciplinar de sus implicaciones y posibles soluciones

Abstract

Este Trabajo Fin de Grado aborda el conflicto internacional generado por la construcción de la Gran Presa del Renacimiento Etíope (GERD) en el Nilo Azul. Los objetivos de la investigación son, por un lado, explorar cómo afecta la GERD al statu quo de África Oriental y, por otro, indagar cuál puede ser la vía más factible para la resolución pacífica de la controversia a largo plazo basada en el análisis de los marcos normativos y geopolíticos actuales. Adoptando una perspectiva multidisciplinar con enfoques de seguridad, geopolítica, Derecho Internacional, historia, análisis de percepciones y constructos sociales, y mecanismos de resolución pacífica, el estudio pone de relieve que la GERD representa mucho más que una infraestructura para la producción eléctrica. La presa simboliza un cambio de paradigma de la posición hidrohegemónica de Egipto que, históricamente respaldado por unos tratados coloniales desiguales, ahora se enfrenta a las aspiraciones de desarrollo de otros Estados como Etiopía. Además, es un potencial desestabilizador de la seguridad en la zona, donde juegan un rol importante actores externos a la región. A falta de un acuerdo vinculante entre todos los Estados ribereños del Nilo, deben recordarse los principios del Derecho Internacional en esta materia para lograr una solución duradera; a saber, el uso equitativo y razonable del agua, la obligación de no causar daño significativo y el deber de cooperación. Asimismo, la controversia del Nilo suscitada por la GERD puede ser ocasión para transformar un foco de tensión en una oportunidad de integración y desarrollo; transitar desde el paradigma de la competición al de la colaboración.

This paper addresses the international dispute generated by the construction of the Grand Ethiopian Renaissance Dam (GERD) on the Blue Nile. The objectives of the research are, on the one hand, to explore how GERD affects the status quo in East Africa and, on the other hand, to investigate what may be the most feasible avenue for the long-term peaceful resolution of the dispute based on the analysis of current normative and geopolitical frameworks. Adopting a multidisciplinary perspective with references to security, geopolitics, international law, history, analysis of perceptions and social constructs, and peaceful resolution mechanisms, the study highlights that the GERD represents much more than an infrastructure for electricity production. The dam symbolizes a paradigm 4 shift in the hydro-hegemonic position of Egypt, which, historically backed by unequal colonial treaties, now faces the development aspirations of other states such as Ethiopia. Moreover, it is a potential destabilizer of security in the area, where actors from outside the region play an important role. In the absence of a binding agreement between all Nile riparian states, the principles of international law in this matter should be recalled in order to achieve a lasting solution, namely the equitable and reasonable use of water, the obligation not to cause significant harm and the duty to cooperate. Likewise, the Nile dispute raised by GERD can be an opportunity to transform a source of tension into an opportunity for integration and development; to move from the paradigm of competition to that of collaboration.
