Nuevas formas de colaboración público-privada en el sector de la Defensa

Abstract

Se exponen las nuevas formas de colaboración publico privada en Defensa con circunscripción exclusiva al ámbito nacional. Se pueden diferenciar tres etapas. En primer lugar, la etapa histórica (S.XX), en donde, si bien es cierto que se tratan países como Alemania o Polonia, sirve como base para entender y analizar las formas actuales que se utilizan en nuestro país. En segundo lugar, la etapa relativa al presente siglo XXI, que podría denominarse actual, en la cual el ámbito territorial se limita ya únicamente a España y la futura, donde se analizan estrictamente las nuevas formas de colaboración publico privada en Defensa, también exclusivamente en nuestro país. Adicionalmente, aquí se añaden ejemplos reales de las figuras que se exponen. El análisis de esta última etapa, se hace a través de dos aristas: la ecología y la cuestión social. Aunque ambas se analizan por separado, se hace énfasis en que están interconectadas entre sí, y que sin la primera no puede existir la segunda, y viceversa, ejemplificando su aplicación al sector castrense, en algunos casos real, y en otros, de forma hipotética. Por último, se da una visión del futuro próximo que enfrenta este tema, en base a la situación de sus dos principales actores: el sector público y el sector privado.

The new forms of public-private partnerships in Defence with an exclusive national scope are presented. Three stages can be distinguished. Firstly, the historical stage (20th century), in which, although it is true that countries such as Germany and Poland are dealt with, it serves as a basis for understanding and analysing the current forms used in our country. Secondly, the stage relating to the present 21st century, which could be called current, in which the territorial scope is limited to Spain and the future, where the new forms of public-private collaboration in Defence are strictly analysed, also exclusively in our country. In addition, real examples of the figures presented are added here. The analysis of this last stage is carried out through two aspects: ecology and the social question. Although both are analysed separately, emphasis is placed on the fact that they are interconnected, and that without the former, the latter cannot exist, and vice versa, exemplifying their application to the military sector, in some real cases, and in others, hypothetically. Finally, a vision of the near future facing this issue is given, based on the situation of its two main actors: the public sector and the private sector.
