Abstract

El texto ofrece una visión detallada del bicameralismo en España, destacando la distribución desigual de poderes entre el Congreso de los Diputados y el Senado. El Congreso tiene una mayor preponderancia en las funciones legislativas y presupuestarias, mientras que el Senado actúa como cámara de representación territorial. También se aborda la organización interna de las Cortes, incluyendo las prerrogativas de los parlamentarios (inmunidad e inviolabilidad), las presidencias, mesas, juntas de portavoces y grupos parlamentarios. Finalmente, se destacan las funciones legislativas, financieras y de control del Gobierno que ejercen las Cortes Generales.

The text provides a detailed overview of bicameralism in Spain, highlighting the unequal distribution of powers between the Congress of Deputies and the Senate. The Congress has a greater preponderance in legislative and budgetary functions, while the Senate acts as a chamber of territorial representation. The internal organization of the Cortes is also addressed, including the prerogatives of parliamentarians (immunity and inviolability), presidencies, tables, boards of spokespersons and parliamentary groups. Finally, the legislative, financial and government control functions exercised by the Cortes Generales are highlighted.
