Change and continuity in the profile of the homeless people registered in Madrid over the past decade (2006-2016)

Abstract

A finales del 2006, se llevó a cabo en Madrid el primer recuento nocturno de personas sin hogar de cuantos se han celebrado en España adoptando la metodología norteamericana de los Shelter and Street night (S-Night), un modelo de investigación que posteriormente sería aplicado en muchas otras ciudades españolas. Desde entonces se han celebrado ocho operaciones de censo y encuesta a personas sin techo en las calles de la capital de España (2006, 2008, 2009, 2010, 2012, 2014 y 2016). En estos ocho recuentos nocturnos, realizados con una metodología semejante, han participado más de seis mil voluntarios y han sido detectadas alrededor de 600 personas sin techo en cada edición, con un máximo de 764 en la edición del año 2014 y un mínimo de 553 en la de 2009. Disponemos por tanto de una amplia base de datos, con algo más de cinco mil registros, que nos proporciona la posibilidad de llevar a cabo un análisis longitudinal de cierta entidad y consistencia, puesto que contamos con una batería de preguntas, variables e indicadores que se han venido utilizando regularmente a lo largo de estos últimos once años.

Durante este tiempo hemos podido constatar que algunas lógicas permanecen casi inalterables a lo largo del tiempo, como por ejemplo la proporción relativamente escasa de mujeres que se mantiene más o menos constante en torno al 15%, mientras que por el contrario hemos podido detectar también importantes trasformaciones ligadas básicamente a la incidencia de tres factores principales: a) la evolución seguida por las migraciones en nuestro país, especialmente la de aquellos grupos de inmigrantes procedentes de países del Este y del Norte de África, que constituyen la fracción más desasistida y con menores posibilidades de incorporación al mercado de trabajo y residencial español; b) el impacto de la crisis económica sobre determinados sectores ocupacionales (construcción, hostelería y turismo especialmente) y sobre la cuestión de la exclusión residencial y el acceso a la vivienda (desahucios, impagos de alquileres, etc); y, por último, c) la propia transformación de la red de servicios que atienden a las personas sin hogar en Madrid, una red que además de diversificar la oferta de acogida, ha multiplicado su capacidad de seguimiento e intervención en calle y, especialmente en los últimos años, ha incrementado notablemente la oferta total de plazas de alojamiento, mediante la ampliación y mejora la red de albergues e instituciones colectivas de acogida, y sobre todo gracias a la expansión de los programas de alojamiento que ofrecen soluciones centradas en la vivienda y los pisos compartidos, a los que se han añadido más recientemente aquellos proyectos que utilizan la metodología housing-first .

At the end of 2006 the first night homeless count applying the American methodology of the Shelter and Street night (S-Night) was undertaken in Madrid, a research model that will be subsequently applied in many other Spanish cities. Since then, eight census and surveying experiences to homeless people have taken place in the streets of the capital of Spain (2006, 2008, 2009, 2010, 2012, 2014 and 2016). In these eight night counts, undertaken with a similar methodology, more than six thousands volunteers have participated, and around 600 homeless people have been identified in each edition, with a maximum of 764 identified in 2014 and a minimum number of 553 in 2009. Thus, we have an extensive database with more than five thousand registers that give us the possibility to undertake a longitudinal analysis of a certain significance and consistency since we have a battery of questions, variables and indicators which have been regularly used over these last eleven years. During this time we have been able to establish that certain logics remain unaltered over time, such as the relatively low proportion of women that remains more or less constant around 15%, while, on the other hand, we have been able to detect as well important transformations basically linked to the impact of three main factors: a) the evolution experienced with the migrations in our country, especially by those immigrant groups coming from Eastern Europe countries and from Northern Africa, that represent the most unassisted fraction and the one with less opportunities to enter into the Spanish labour and housing market; b) the impact of the economic crisis on particular occupational sectors (especially the building sector, hostelry and tourism) and on the issue of housing exclusion and access to housing (evictions, unpaid rents, etc) and finally, c) the own transformation of the services network that look after the homeless people in Madrid, a network that along with diversifying the hosting options has multiplied its monitoring and intervention capability in the streets and, especially over the last years, has significantly increased the total offer of accommodation through the enlargement and improvement of the shelter network and the host institutions, and especially thanks to the growth of the housing programs that offer solutions focused on housing and shared apartments, to which have been recently added those projects that used the Housing-first methodology.
