La aprobación de la Directiva 2011/24/UE, del Parlamento Europeo y del Consejo de 9 de marzo de 2011, relativa a la aplicación de los derechos de los pacientes en la asistencia sanitaria transfronteriza, supone un avance importante en la creación de un verdadero espacio común europeo en el ámbito de la protección de la salud y asistencia sanitaria de los ciudadanos comunitarios, cubriéndose, así, uno de los principales dé cits que presenta la Unión en el ámbito de los derechos sociales. Sin embargo, tal camino que se inicia con la Directiva es difícil que pueda desarrollarse con plenas garantías jurídicas si no se acompaña de un catálogo de derechos y deberes de los ciudadanos co- munitarios como pacientes y usuarios de dicho nuevo espacio común. The adoption of Directive 2011/24 / EU of the European Parliament and of the Council of 9 March 2011 on the application of patients rights in cross-border healthcare represents a major step forward in the development of a genuine Common European space in the area of health protection and health care for Community citizens, thus covering one of the main de cits presented by the Union in the eld of social rights. However, such a path that starts with the Directive is dif cult to develop with full legal guarantees if it is not accompanied by a catalog of rights and duties of community citizens as patients and users of the new common space.
