La crisis del Departamento de Estado. Una reestructuración institucional para el siglo XXI.

Abstract

La existencia de una crisis institucional en el Departamento de Estado no supone una novedad en el debate político internacional. Numerosos acontecimientos a lo largo de la historia de esta gran potencia han puesto su sistema diplomático en duda y le han hecho caer en un profundo descrédito institucional. De esta forma, la eficiencia de esta agencia federal ha sido cuestionada. Además, los últimos años, caracterizados por la Administración Trump y por un contexto de crisis del orden liberal internacional, han agravado la situación del Departamento. A lo largo de este documento se presenta la evolución diplomática de Estados Unidos. En particular, se expone la crisis del Departamento de Estado explicando su funcionamiento y el rol del poder presidencial. Así mismo, se justifica la necesidad de una reestructuración institucional para el correcto desempeño de esta agencia y la acción exterior de Estados Unidos.

The existence of an institutional crisis in the Department of State is not new in the international political debate. Numerous events throughout the history of this power have questioned its diplomatic system, causing it to fall into a deep institutional disrepute. Consequently, the efficiency of this federal agency has been questioned. In addition, the last years, with Trump’s Administration and the crisis of the international liberal order, have worsened the Department’s situation. Throughout this document, I will try to present the diplomatic evolution of the United States. Furthermore, the functioning of the State Department and the role of the presidential power are explained to understand its crisis. Therefore, I will try to justify the need of an institutional reform to achieve a greater performance of this agency and the country's foreign action.
