Sostenibilidad de la educación concertada en España
Abstract
Durante el siguiente Trabajo Fin de Grado se estudia la sostenibilidad de la educación en los centros concertados en España.
Dejando claro primero porque surgió este modelo educativo en el país y su trascendencia, se pasa a mostrar las actuales cantidades de transferencias que reciben a través de conciertos educativos y su diferente reparto en todo el territorio nacional.
Debido a la falta de financiación por este método, se presentan, en el siguiente apartado, modelos alternativos por los que la concertada puede intentar cubrir su déficit presupuestario. Se exponen de igual manera, las dificultades que tienen estos centros para aplicarlas y la cantidad de inseguridad jurídica a la que muchos de estos vehículos de financiación están sometidos.
Seguidamente se propone un análisis DAFO de la educación concertada que clarifica el entorno y revela que existen más peligros que seguridades para estos centros, pero mostrando, una vez más, la volatilidad de esta situación y la posibilidad, tanto de que se revierta como que empeore.
En el último apartado de investigación se muestran las diferentes propuestas que sobre la educación y, específicamente sobre la concertada y su financiación presentan los principales partidos políticos de la nación. Con este punto se comprende el porqué del actual debate que existe en la sociedad respecto a la educación concertada, por la variedad de opiniones en los partidos políticos y, a su vez, se puede predecir cuál será el camino que se tomará respecto a las medidas que afecten a la educación concertada y como podría cambiar si se produjese cualquier alteración política.
Se finaliza el trabajo uniendo todas las conclusiones extraídas de los apartados anteriores y dando respuesta a si los centros concertados en España tienen un modelo que sea sostenible en el momento presente. The following Final Degree Project studies the sustainability of education in private subsidized schools in Spain.
First making clear why this educational model emerged in the country and its transcendence, it goes on to show the current amounts of transfers they receive through educational subsidies and their different distribution throughout the national territory.
Due to the lack of funding through this method, the following section presents alternative models by which the private subsidized education system can try to cover its budget deficit. The difficulties that these centers have in applying them and the amount of legal uncertainty to which many of these financing vehicles are subject are also presented.
A SWOT analysis of private subsidized education is then proposed, clarifying the environment and revealing that there are more dangers than securities for these centers, but showing, once again, the volatility of this situation and the possibility of both reversal and worsening.
The last section of the research shows the different proposals on education and, specifically, on private subsidized education and its financing presented by the main political parties in the nation. With this point, it is possible to understand the reason for the current debate that exists in society with respect to subsidized education, due to the variety of opinions in the political parties and, in turn, it is possible to predict which path will be taken with respect to the measures that affect private subsidized education and how it could change if any political alteration were to take place.
The paper ends by bringing together all the conclusions drawn from the previous sections and answering the question of whether the private subsidized schools in Spain have a model that is sustainable at the present moment.
