Impuesto sobre las Transacciones Financieras
Abstract
El 16 de octubre de 2020, la Ley 5/2020, del Impuesto sobre las Transacciones Financieras (en adelante, “ITF”) fue publicada en el Boletín Oficial del Estado, tras su aprobación de las Cortes Generales. Este nuevo tributo entró en vigor tres meses después, el 16 de enero de 2021. A partir de aquí, este trabajo se realizará con el objetivo de llevar a cabo un estudio minucioso y detallado sobre este nuevo impuesto que afectará específicamente a las transacciones financieras en territorio nacional.
Este trabajo tendrá la obligación de explicar con todo detalle la razón de ser de este impuesto, los antecedentes en otros países de la Unión Europea, la armonización fiscal, las causas de la entrada en vigor de esta ley, el punto de vista ideológico, político y social y por qué es necesario o innecesario este impuesto (dando, por supuesto, nuestras valoraciones personales tras este estudio). Sin olvidar las posibles consecuencias macroeconómicas y financieras del tributo en España, tomando en cuenta la reacción que puede llevar a cabo en el mercado de valores y en la liquidez de este, además de otros muchos aspectos, como puede ser el servicio y la ayuda que puede prestar a las finanzas públicas de este país. Tampoco se obviará el contexto económico-social actual en el que el mundo está inmerso en una crisis sanitaria sin precedentes provocada por el COVID-19.
