We optimize recursive upper bounds based on two types of martingales.
A stopping-times based upper bound produces very tight bounds.
This upper bound is hard to improve, yet it is tighter than the lower bound.
Continuation-value based upper bounds only need this function in the waiting region.
These two new recursive upper bounds improve over state-of-the-art methods.
