¿Por qué los países del sur de Europa son los más endeudados de la UE?: análisis del endeudamiento y políticas fiscales de España e Italia en los últimos 30 años y el papel de la Unión Europea
Abstract
Los términos endeudamiento y déficit público suelen aparecer en los titulares y ser protagonistas en debates empresariales y políticos en momentos de crisis como el actual. Estos son usados de manera reiterada a la hora de, en términos macroeconómicos, analizar la posición y la solvencia económica de un país. Sin embargo, no son los únicos que deben ser tenidos en cuenta para sacar conclusiones al respecto. Normalmente van asociados a otros tales como: inflación, tipos de interés, inversión pública, gastos sociales, gestión del gasto, productividad…
Esto será analizado a lo largo de este trabajo, concretándolo en los países del sur de Europa que siempre han sido señalados por tener niveles de endeudamiento y déficit mayores que sus vecinos del norte, y todo ello dentro de las políticas y criterios que se han fijado dentro de la UE para poner límites a los mismos. Además, se estudiará el contexto mundial, tomando como referencia las crisis económicas mundiales que se han dado en los últimos años. Más allá, se investigará cómo estos valores han impactado o pueden llegar a impactar en el desarrollo económico de España e Italia como potencias que representan a los países del sur de Europa. The terms of public debt and deficit usually appear in the headlines and are protagonists in business and political debates in times of crisis like the current one. These are used repeatedly when, in macroeconomic terms, analyzing the position and economic solvency of a country. However, they are not the only ones that must be considered to draw conclusions in this regard. They are normally associated with others such as: inflation, interest rates, public investment, social spending, spending management, productivity...
This will be analyzed throughout this work, specifying it in the southern European countries that have always been noted for having higher levels of government debt and deficit than their northern neighbors, and all within the policies and criteria that have been set within the EU to put limits on them. In addition, the global context will be studied, taking as a reference the global economic crises that have occurred in recent years. Furthermore, it will be investigated how these values have impacted or may impact the economic development of Spain and Italy as powers that represent the countries of southern Europe.
