Estudio de la evolución del sector vacuno de carne en España y la reforma de la política agrícola común de 2023
Abstract
El siguiente trabajo de investigación busca una profundización en la situación económica del sector vacuno de carne español, particularmente en los subsectores de vaca nodriza y cebo con motivo de identificar en los problemas financieros que los perturban. También se llevará a cabo un examen económico y legal de las modificaciones de la PAC 2023 con el objetivo de observar los posibles efectos que estas pudiesen tener sobre las explotaciones españolas del sector.
La estructura de este informe pasará de un estudio de los aspectos generales que componen a la Política Agrícola Común en todo el territorio Comunitario a una más específica de la Campaña 2015 a 2022 prosiguiendo con el análisis del sector español de vacuno de carne y de sus subsectores, y finalizando con un caso práctico de una explotación ganadera nacional.
Por último, la investigación ha demostrado que el efecto de las reformas de la PAC 2023 a pesar de la reducción general de sus presupuestos, favorece a las pequeñas y medianas explotaciones junto con un sistema extensivo de producción gracias a los eco esquemas y la bajada en el importe de las ayudas asociadas. No obstante, esto podría traducirse en una bajada de la oferta y por tanto subida de los precios de la carne desincentivando su adquisición por la población general además de promover las importaciones de menor calidad y sostenibilidad afectando al tejido que compone todas las fases del sector. The following research aims to examine in depth the economic situation of the Spanish beef cattle sector, particularly in the suckler cow and fattening subsectors, to identify the financial problems that disturb them. An economic and legal examination of the modifications of the CAP 2023 will also be carried out with the aim of observing the possible effects that these could have on Spanish farms in the sector.
The structure of this report will transition from a study of the general aspects that make up the Common Agricultural Policy throughout the Community territory to a more specific one for the 2015 to 2022 Campaign, continuing with an analysis of the Spanish beef cattle sector and its sub-sectors, and ending with a practical case study of a national livestock farm.
Finally, research has shown that the effect of the CAP 2023 reforms, despite the general reduction in their budgets, favors small and medium-sized farms with an extensive production system thanks to the eco-schemes and the reduction in the amount of associated aid. However, this could result in a drop in supply and therefore a rise in meat prices, discouraging its purchase by the general population, as well as promoting imports of lower quality and sustainability, affecting the fabric that makes up all stages of the sector.
