ESPAÑA – MARRUECOS: RELACIONES BILATERALES EN EL SIGLO XXI

Abstract

El presente trabajo tiene como principal objetivo analizar las relaciones bilaterales entre España y Marruecos en el siglo XXI. Se examinan los principales hitos que han marcado estas relaciones desde el inicio de la centuria hasta la actualidad, y se destaca su relevancia para comprender la posición actual de ambos estados en un contexto de gran inestabilidad y efervescencia política, social y territorial en la región. En primer lugar, se analizan ambos actores desde una perspectiva histórica, exponiendo los factores económicos, políticos y sociales que conforman sus sistemas y que han condicionado las dinámicas entre ellos, resaltando los principales puntos de divergencia y convergencia. A continuación, se analizan en profundidad los antecedentes, sucesos e implicaciones geopolíticas posteriores que tuvo la crisis del Perejil a comienzos de siglo, así como de la cuestión del Sáhara Occidental y el reciente caso Ghali, arrojando luz sobre la dimensión territorial del conflicto. Además, se analizarán los esfuerzos de cooperación en materia de lucha contra el terrorismo, explorando otras dimensiones de la relación y ofreciendo una imagen más completa de la misma. Finalmente, el trabajo analiza las perspectivas de futuro de las relaciones hispano- marroquís, teniendo en cuenta los desafíos que aún deben superar y las oportunidades de cooperación que podrían surgir. A lo largo del estudio se examinan aspectos clave como la cooperación económica, la política migratoria, los conflictos territoriales, la lucha contra el terrorismo y el narcotráfico, así como los acuerdos y desacuerdos diplomáticos. En definitiva, se trata de una investigación que pretende arrojar luz sobre un tema de gran actualidad y complejidad, y que resulta de gran importancia para comprender las dinámicas regionales y las perspectivas futuras de estas dos naciones vecinas.

The aim of this paper is to analyse bilateral relations between Spain and Morocco in the 21st century. It examines the main milestones that have marked these relations from the beginning of the century to the present day and highlights their relevance for understanding the current position of both states in a context of great political, social and territorial instability and effervescence in the region. First, both actors are analysed from a historical perspective, exposing the economic, political and social factors that shape their systems and that have conditioned the dynamics between them, highlighting the main points of divergence and convergence. This is followed by an in-depth analysis of the background, events, and subsequent geopolitical implications of the Perejil crisis at the turn of the century, as well as the Western Sahara issue and the recent Ghali case, shedding light on the territorial dimension of the conflict. In addition, cooperation efforts in the fight against terrorism will be analysed, exploring other dimensions of the relationship, and offering a more complete picture of the relationship. Finally, the paper analyses the future prospects for Spanish Moroccan relations, taking into account the challenges that remain to be overcome and the opportunities for cooperation that might arise. The study examines key aspects such as economic cooperation, migration policy, territorial conflicts, the fight against terrorism and drug trafficking, as well as diplomatic agreements and disagreements. In short, this research aims to shed light on a highly topical and complex issue, which is of great importance for understanding the regional dynamics and future prospects of these two neighbouring nations.
