HISTOJURIS: Historia de un fracaso... Por ahora,

Abstract

Desde 2016 en la Universidad Pontificia Comillas de Madrid llevamos trabajando en la formación de una base de datos sobre jurisprudencia histórica, centrada en el reinado de Isabel II, a partir de los repertorios de jurisprudencia civil y administrativa que se realizaron en el periodo, en especial los formados por José María Pantoja para la famosa Revista General de Legislación y Jurisprudencia. Tras una minería de datos bastante artesanal, hemos logrado singularizar cada una de las resoluciones que se dictaron por el Tribunal Supremo de Justicia (unas 4200 resoluciones dictadas entre 1839 y 1868) y el Consejo de Estado (unas 4600 resoluciones entre 1846 y 1868). Toda esta información se ha volcado en una base de datos, por el momento bastante precaria y de uso interno, en la que tiene una importancia fundamental la elaboración de un tesauro que permite una mejor recuperación de la información. El objetivo: publicar en abierto esta base de datos e incluir en ella herramientas que permitan el análisis estadístico de la información contenida (de carácter territorial, social, jurídica…) y una más eficaz visualización de datos. El problema: las dificultades para conseguir financiación e implicar a profesionales de distintas áreas, sobre todo aquellos con un perfil más tecnológico.

Since 2016 at the Universidad Pontificia Comillas de Madrid we have been working on the creation of a database on historical jurisprudence, focusing on the reign of Isabel II, based on the repertoires of civil and administrative jurisprudence that were produced during the period, especially those created by José María Pantoja for the famous Revista General de Legislación y Jurisprudencia. After some painstaking data mining, we have managed to single out each of the rulings handed down by the Supreme Court of Justice (some 4200 rulings between 1839 and 1868) and the Council of State (some 4600 rulings between 1846 and 1868). All this information has been entered into a database, for the moment rather precarious and for internal use, in which the elaboration of a thesaurus is of fundamental importance to allow a better retrieval of the information. The objective: to publish this database in open access and to include in it tools that allow statistical analysis of the information contained (territorial, social, legal, etc.) and more efficient data visualisation. The problem: the difficulties in obtaining funding and involving professionals from different areas, especially those with a more technological profile.
