La relevancia del voto cera: ¿puede el voto cera afectar al resultado de las elecciones?

Abstract

Las elecciones generales celebradas el 23 de julio de 2023, a pesar de darse en un contexto de fatiga electoral tras las elecciones autonómicas y municipales de mayo, han sido un hito relevante por muchos motivos, pero especialmente para el alcance del voto de los españoles en el extranjero. Los resultados electorales has sido tan ajustados que la gobernabilidad ha quedado en mano de siete votos en la sesión de investidura. Estas circunstancias han hecho que se enfoque con interés la relevancia y el valor del voto de los españoles residentes en el extranjero, el denominado voto CERA. Los días siguientes al de las elecciones la clase política y, por supuesto, la ciudadanía asistió con expectación al resultado del recuento pues era posible que de esos votos de los españoles residentes en el extranjero dependiera el futuro de la iniciada XV Legislatura. La proclamación de los resultados por la Junta Electoral Central, cambió el último escaño en Madrid, suscitó más de un debate y provocó el consiguiente recurso ante el Tribunal Supremo y un recurso ante el Tribunal Constitucional.

The general elections held on July 23, 2023, despite occurring in a context of electoral fatigue following the regional and municipal elections in May, have been a significant milestone for many reasons, especially regarding the reach of the vote of Spaniards abroad. The election results were so close that governance was decided by seven votes in the investiture session. These circumstances have brought attention to the relevance and value of the vote of Spaniards residing abroad, the so-called CERA vote. In the days following the elections, the political class and the public eagerly awaited the outcome of the count, as it was possible that the future of the XV Legislature depended on these votes from Spaniards living abroad. The proclamation of the results by the Central Electoral Board, which changed the last seat in Madrid, sparked more than one debate and led to an appeal before the Supreme Court and an appeal before the Constitutional Court.
