La tarifa regulada de electricidad en España y en la UE

Abstract

RESUMEN DEL PROYECTO Este proyecto estudia la tarifa regulada de la electricidad en España, su historia reciente, su estructura, el mercado diario y se ha comparado con las tarifas reguladas de Portugal, Francia e Italia. Se evalúan las diferencias entre España y el resto de los países en cuanto a la construcción de la tarifa y los términos de esta, además de la influencia de las regulaciones europeas sobre todas ellas. Adicionalmente, se ha calculado una teórica factura de la luz de un perfil de consumo estándar, con una potencia contratada de 4 kW y 200 kWh de consumo total (representando a un consumidor estándar), en base a los datos obtenidos de la documentación oficial disponible, siendo el objetivo no comparar los costes de la energía (ya que enero no es un mes representativo para España), sino para comprobar numéricamente que los términos se trasladan al consumidor como vienen establecidos en sus respectivas regulaciones, y comparar los términos anuales. Adicionalmente, se han evaluado las ayudas a consumidores vulnerables, comparando la estructura y particularidades de cada modelo, para identificar las propuestas más beneficiosas en defensa del consumidor vulnerable.

This project analyzes the regulated electricity tariff in Spain, including its recent history, structure, and the day-ahead market, and compares it with the regulated tariffs in Portugal, France, and Italy. The study evaluates the differences between Spain and the other countries in terms of tariff design and components, as well as the influence of European regulations on each system. In addition, a theoretical electricity bill has been calculated for a standard consumption profile—based on a contracted power of 4 kW and a total consumption of 200 kWh—representing a typical household consumer. This calculation is based on official documentation and regulatory sources. The aim is not to compare energy costs (as January is not a representative month for Spain), but rather to verify that the tariff components are effectively passed through to the consumer as defined in each country’s regulations, and to compare the annualized terms across countries. Furthermore, support mechanisms for vulnerable consumers have been assessed, comparing the structure and specific features of each national model, with the goal of identifying the most consumer-protective and beneficial approaches for vulnerable households.
