NOTIFICACIÓN DEL MALTRATO INFANTIL EN UNA MUESTRA DE PROFESIONALES DE LA COMUNIDAD DE MADRID: PERCEPCIÓN vs. REALIDAD

Abstract

El maltrato infantil no es un fenómeno emergente en la sociedad, pero recientemente ha sido preciso generar legislación en esta esfera (LO 8/2021, de 4 de junio, de Protección Integral a la Infancia y la Adolescencia frente a la Violencia) para abordar la nueva realidad. De forma previa se estaban impulsado medidas de detección y notificación del maltrato infantil, mediante la estandarización de las Hojas de Notificación (HdN) para que desde los distintos ámbitos -policial, educativo, sanitario y de servicios sociales-, utilizasen indicadores comunes para detectar y definir la gravedad del maltrato (Ministerio de Sanidad, Servicios Sociales e Igualdad, 2014). Se promovió la unificación de la información de dichas HdN con la creación del Registro Unificado de Maltrato Infantil (RUMI) -actualmente en versión on-line-, orientando a las comunidades autónomas a adaptar su legislación al respecto (Ley 26/2015, de 28 de julio, de Modificación del Sistema de Protección a la Infancia y a la Adolescencia). El uso del RUMI es generalizado por todas las comunidades autónomas desde 2014, pero no cumplimentan todos los registros de notificación (Ministerio de Derechos Sociales y Agenda 2030, 2021), existiendo una elevada cifra negra en este fenómeno.Child abuse is not an emerging phenomenon in society, but it has recently been necessary to generate legislation in this area (LO 8/2021, of June 4, on Comprehensive Protection of Children and Adolescents against Violence) to address the new reality. Previously, measures for the detection and notification of child abuse were promoted, through the standardization of the Notification Sheets (HdN) so that from the different areas -police, educational, health and social services-, they used common indicators to detect and define the seriousness of the abuse (Ministry of Health, Social Services and Equality, 2014). The unification of the information of said HoN was promoted with the creation of the Unified Registry of Child Abuse (RUMI) -currently in an online version-, guiding the autonomous communities to adapt their legislation in this regard (Law 26/2015, of 28 July, Modification of the Protection System for Children and Adolescents). The use of the RUMI is generalized by all the autonomous communities since 2014, but they do not complete all the notification records (Ministry of Social Rights and Agenda 2030, 2021), with a high black figure in this phenomenon.
