Abstract

Some time over two months ago, Russia surprised a large part of the international community - at least the Western part - when, after an escalation of rhetorical and diplomatic tensions and military deterrence maneuvers regarding Russian security against NATO, this country decided to cross the borders of Ukraine in an operation aimed at invading this sovereign country. This relative surprise in the West at Russia's actions suggests that, perhaps, the present models of international relations analysis have failed to grasp the essence of Russia on the international stage. Therefore, in an attempt to contribute something to Western theory, this paper seeks to see if Russia's behavior can be adapted to any Western theory. Under this premise, it applies the filter of offensive neorealism, a theory proposed by the American political scientist John Mearsheimer which, according to the hypothesis formulated by this work, is the theory that can be most closely adjusted to the Russian reality as far as international relations are concerned. This application of offensive neorealism to the Russian approach and attitude to the international system will be made by exposing two of the most relevant principles of this theory and seeing to what degree Russia conforms to them. These principles deal with the skepticism of a country towards international institutions limiting its power and sovereignty and the attribution of importance to international power relations based on military and hard power potential. Having compared these principles with the fundamentals of the Russian identity in terms of international relations, it is concluded that, while it is true that this identity fits into the offensive neorealism, it is imperative to take into account the cultural factor of the country, something that becomes especially true in international security issues. Therefore, this paper proposes to adapt offensive neorealism to the Russian reality by applying the behavioralist filter of neorealism to Russia's official statements in situations where its security is threatened and to elevate these statements to the same degree of importance as other actions that behavioralism would take into account. With this, there is an aim to take a first step into future debates and developments of this theory with the intention of getting to know, understand and predict Russia's actions in the international arena in the future.
