La cuestión de un registro de intérpretes judiciales en España

Abstract

.Este trabajo tiene como objetivo demostrar la necesidad de crear un registro de intérpretes judiciales en España. No solo la necesidad de mejorar el sistema actual de licitaciones, sino también para cumplir con lo expuesto en la Directiva 2010/64/UE. ¿Por qué en España todavía no se ha creado un registro? En este trabajo se estudia profundamente el estado de la cuestión, que incluye la situación actual del derecho a interpretación, la Directiva 2010/64 de la Unión Europea, el origen del debate, la queja de la APTIJ, los objetivos del registro y la opinión pública. También se expone, en el marco teórico, la interpretación judicial en España, los distintos tipos de intérpretes, la certificación del intérprete en España y el código de conducta y buenas prácticas de la APTIJ. El presente trabajo se encarga de contrastar la información expuesta en los dos apartados anteriores para conseguir responder a las preguntas propuestas en los objetivos, además de un estudio de las respuestas de intérpretes profesionales a una encuesta preparada para este proyecto. Finalmente, se llega a la conclusión de que se debería implementar un registro de intérpretes judiciales en España, y se propone llevar a cabo un estudio más extenso para poder encontrar una solución a la situación actual.This paper’s objective is to prove the need to create a registry of court interpreters in Spain. Not only the need to improve the current bidding system, but also the obligation to comply with the provisions of Directive 2010/64/EU. Why hasn’t a registry been created in Spain yet? This paper does a thorough study of the state of play, which includes the current situation of the right to interpretation, Directive 2010/64 of the European Union, the origin of the debate, APTIJ’s complaint, the objectives of the registry and public opinion. It also outlines, in the theoretical frame, judicial interpretation in Spain, the different types of interpreters, the certification interpreters in Spain and the code of conduct and good practices of APTIJ. This paper contrasts the information presented in the above-mentioned sections, in order to answer the questions proposed in the objectives section, as well as a study of the responses of professional interpreters to a survey prepared for this project. Finally, we conclude that a registry of court interpreters should be implemented in Spain, and we propose carrying out a more extensive study in order to find a solution to the current situation.
