Abstract

In the run-up to the 2019 election, political parties made a general call for a "useful vote". It is striking that a democratic electoral system presupposes the existence of "useful votes" and "useless votes" and conditions parliamentary representation on the usefulness of the parliamentarian who has been directly elected by the citizens, so that one or another political party can accede to the government. Therefore, the aim of this paper is to carry out an analysis of the Spanish electoral system, to determine the level of representativeness of a citizen who participates in any of the electoral calls, in any of its circumscriptions, and what is the usefulness of his vote for the formation of the parliamentary assemblies or the town councils, which are the ones that finally determine the governments. The characteristic elements of the Spanish system will be analysed and some reforms will be proposed so that it can become a more useful and representative system; or what is the same, a fairer system. In any case, the evolution of the Spanish electoral system since the transition will be taken into account; other electoral systems of neighbouring countries, and the last legislative reforms that have been developed, always from the perspective of the citizen who is the essential element in the realization of the democratic principle and the principle of representativeness.
