Abstract

This study examines the reform of the Madrid Municipal Police between 2016 and 2019, focusing on the failed attempt to implement a Community Policing model. This model was promoted by new political leaders and the appointed police leadership, who proposed significant changes in the police organization and function, within a novel political context. The change process faced numerous challenges, including leadership legitimacy, trust in management, and internal resistance. The frustration generated by th...

The study moves away from the usual debates about police structure or staffing levels, instead delving into the interactions between political actors and police officers, as well as their perceptions of the reform and its impact on police functions. The principles required for the implementation of the Community Policing model are analyzed, along with the resistances observed during the process. It is highlighted how frustration caused by a failed reform attempt could have long-term consequences on the ...

The work is divided into three main sections. The first reviews the theoretical framework, referencing the evolution of police functions since the 1960s and using Anglo-Saxon theory to understand the Spanish context. It is noted that, although there are few scientific studies on the police in Spain, policy transfers from the United States and the United Kingdom are common. The second part describes the methodology and justification for the research, based on a combination of qualitative and quantitative...

The quantitative analysis was based on secondary data from a police department survey on working conditions, while the qualitative analysis was carried out through interviews, analyzed using NVIVO software. The third part presents the collected data, systematizing the information to reveal key resistances to the reform. These resistances not only hinder the implementation of the Community Policing model but could also affect any public security policies or programs.

In conclusion, although the thesis does not aim to evaluate the impact of the reform process on the quality of police services, the findings provide a solid foundation for future research or evaluations of community-based policies or similar reforms within the field of public security.
