"Why 2011? Structural Causes, Situational Triggers and the Question of Timing in the Egyptian Revolution"

Abstract

The 2011 Egyptian Revolution overthrew a regime that had held power for three decades and forced a rethinking of theses on the resilience of Arab authoritarianism. This work does not ask what caused the revolution, a widely studied question, but why those causes produced the outbreak in 2011 and not earlier, even though the structural conditions of discontent (socioeconomic deterioration, youth unemployment, demographic pressure, corruption, and a chronic legitimacy deficit) had been present for decades and had even generated serious protests, such as the 2008 Mahalla strikes, without bringing down the regime. Through a case study based on counterfactual logic, two junctures of the same country, 2008 and 2011, are compared, holding the regime and the underlying conditions constant in order to isolate what changed between them. The thesis defended here is that neither the structural conditions nor the situational triggers explain the outbreak on their own: what distinguished 2011 was their convergence, the coincidence of a mature structural substratum with a specific configuration of triggers (the Tunisian precedent, coordination through social media, and the regime's accelerating legitimacy crisis) that simultaneously lowered the protest threshold of a critical mass of Egyptians. Drawing on Kuran's model of revolutionary cascade and preference falsification, the work offers an explanation of the timing that single-cause interpretations leave unresolved.
