Formación/adiestramiento en relación con la población civil

Abstract

En este capítulo se ofrecen las claves sobre cómo se ha de ofrecer un adiestramiento integral sensible al género del personal civil y militar que desarrolle sus funciones en una misma Zona de Operaciones. Como punto de partida se atienden a las distintas propuestas ofrecidas desde el ámbito de las Naciones Unidas y de la Unión Europea sobre qué debería incluirse en dicho adiestramiento. Ocupan un lugar destacado la necesidad de un especial adiestramiento en las normas convencionales y consuetudinarias de Derecho Internacional Humanitario dirigido a la protección de la mujer y un adiestramiento específico en materia de VIH/SIDA.This chapter provides clues as to how comprehensive gender-sensitive training of civilian and military personnel should be provided to carry out their functions in the same Operations Area. As a starting point, the various proposals offered by the United Nations and the European Union are considered as to what should be included in such training. The need for special training in the conventional and customary rules of International Humanitarian Law, aimed at the protection of women and specific training on HIV / AIDS, plays a prominent role.
