Italy’s Migration Policies Combating Irregular Immigration: from the Early Days to the Present Times

Abstract

The article examines the evolution of Italian migration policies aimed at combating irregular immigration from the early twentieth century to the mid-2010s. Using a historical and legal perspective, it identifies four main phases: the absence of a regulatory framework when Italy was primarily a country of emigration, the first regulations of the 1980s, reforms shaped by European integration up to the 2002 Bossi-Fini Law, and the more controversial approaches adopted since 2004. The analysis highlights a persistent dichotomy between relatively consistent internal policies, marked by repeated amnesties and labour market needs, and highly variable external policies, including the externalisation of border control to Libya and maritime humanitarian operations in the Mediterranean. Overall, the article argues that Italy’s response to irregular immigration has been largely reactive, fragmented, and strongly influenced by domestic politics, European frameworks, and transnational crises.
