Unveiling energy poverty in Southern Europe: indicators, vulnerability factors, and policy implications

Abstract

This paper presents a quantification of energy poverty in Spain, Italy and France, using five different indicators, and a comparative analysis of the energy poverty situation in these three European countries between 2017 and 2022. It also proposes an analysis of the factors of vulnerability to energy poverty in France.
