Sostenibilidad financiera del sistema de pensiones público en España: revisión y planteamiento de alternativas viables en el largo plazo.

Abstract

Este trabajo analiza las problemáticas existentes actuales de la sostenibilidad financiera del sistema de pensiones español. Para ello, se lleva a cabo una revisión histórica para contextualizar la evolución del sistema y entender las razones que lo han llevado a la situación actual. En este sentido, se hace hincapié en las reformas de 2011 y 2013. Asimismo, se analizan en profundidad las amenazas y potenciales riesgos del sistema, a través de las previsiones proporcionadas por el INE (Instituto Nacional de Estadística) y el Ministerio de Seguridad Social, y se proponen soluciones. Además, también se lleva a cabo una revisión de los sistemas de pensiones europeos mejor valorados en términos de sostenibilidad financiera con el objetivo de entender los factores que los han llevado al éxito. Por último, se proponen medidas para suavizar la transición hacia un sistema alternativo.This thesis analyses the current issues which currently threaten the financial sustainability of the Spanish pension system. With that goal in mind, a historical review is carried out to create a framework in which to study the evolution of the system and understand the reasons that have led to the current situation. In this sense, a special emphasis is placed on the 2011 and 2013 pension system reforms. Further, the threats and potential risks of the system are thoroughly analysed, using the projections provided by the INE (the Spanish National Statistics Institute) and the Ministry of Social Security with the aim of proposing potential solutions. In addition, to understand the factors that have led to their success, a review of the European pension systems with the best ratings in terms of financial sustainability is carried out. Finally, a series of measures are suggested that may help smoothen the transition to an alternative system.
