La propuesta de modificación del Sistema de Dublín como herramienta indispensable para la gestión de las solicitudes de asilo en la Unión Europea

Abstract

En respuesta a la crisis de los refugiados del 2015, la Comisión Europea emitió en el 2016 una propuesta de modificación del Reglamento Dublín III para tratar de solucionar las carencias y deficiencias del Sistema de Dublín vigente. Mediante el análisis de la normativa europea e informes de institucReacting to the 2015 refugee crisis, the European Commission issued a proposal of reform of the Dublin III Regulation to solve its problems and complete is lacks. Through the analysis of the regulation and reports of professionals and institutions, this paper points out the main deficiencies of the Dublin System, describes the main amendments and carries out a critical analysis of them. The study concludes that Commission’s Proposal doesn’t make the deep change that the System needs. It only introduces specific amendments that not only fail in solving its problems, but that in general increase the pressure that border States have to deal with.
