| dc.description.abstract | Las amenazas híbridas en el ámbito marítimo se han convertido en un aspecto central para la seguridad internacional, con operaciones en la “zona gris” que explotan la complejidad jurídica y el tráfico elevado en los puntos estratégicos de estrangulamiento para conseguir alcanzar objetivos geopolíticos manteniéndose por debajo del umbral del conflicto armado. Este proyecto analiza el entorno híbrido desde una perspectiva técnica y geopolítica, desarrollando al mismo tiempo un sistema de inteligencia predictiva que procesa datos de entrada derivados de fuentes de AIS entre otras, a través de una arquitectura basada en el modelo Joint Directors of Laboratories (JDL). Para detectar anomalías, se usan clasificadores tipo Random Forest, Isolation forest y XGBoost, produciendo evaluaciones de amenazas probabilísticas e inferiendo la intención de conducta. El sistema se ha desarrollado con un fuerte enfoque en la explicabilidad, utilizando por ejemplo valores SHAP para fomentar la transparencia, manteniendo una arquitectura de “humano en el bucle”, o human-in-the-loop. Esto permite que el sistema desarrollado funcione como una herramienta de apoyo al análisis de inteligencia en lugar de pretender reemplazar el juicio humano. El estudio del caso se ha centrado en el Estrecho de Gibraltar como punto de estrangulamiento crítico, ampliándose al dominio espacial como caso de estudio paralelo para analizar sus aplicaciones en otros dominios y examinar el futuro de las operaciones híbridas. Por último, los sistemas se evalúan frente a los objetivos establecidos, utilizando los resultados para elaborar recomendaciones dirigidas a los responsables de la toma de decisiones tanto a nivel europeo como de la OTAN. | es-ES |
| dc.description.abstract | Hybrid threats in the maritime domain have become a central concern for international security, with grey zone operations exploiting legal complexity and traffic density of strategic chokepoints to work towards geopolitical goals while remaining below the threshold for armed conflict. This project sets to analyse the hybrid environment from a technical and geopolitical standpoint, while developing a predictive intelligence system, processing input data, derived from AIS among other sources through a data fusion pipeline based on the Joint Directors of Laboratories (JDL) model. Random Forest, Isolation Forest and XGBoost classifiers are used to detect anomalies and produce probabilistic threat assessments, as well as to infer behavioural intent. The system has been developed with a strong focus on explainability, for example using SHAP values to provide transparency at every stage, keeping a human-in-the-loop architecture in mind. This allows the developed system to be used as a toolkit for intelligence analysis rather than an automated analysis tool, supporting human judgement instead of replacing it. The case study has been focused on the Strait of Gibraltar as a critical chokepoint, while being extended to the space domain as a parallel case study to analyse its cross-domain applications and examine the future of hybrid operations. Both systems are evaluated against the project objectives, with the findings being used to formulate a set of policy recommendations addressed to decision makers at the European and NATO level. | en-GB |
