Impacto de la Presidencia Española del Consejo de la Unión Europea para las relaciones entre la Unión Europea y la Comunidad de Estados Latinoamericanos y caribeños

Abstract

relaciones entre la Unión Europea y la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) a través de la organización de la III Cumbre UE-CELAC de julio de 2023, tras ocho años sin reuniones de alto nivel. A través del estudio cualitativo de caso se analizan los factores que llevaron a reactivar la relación birregional, los principales cambios y diferencias entre la III Cumbre UE-CELAC y la anterior Cumbre en 2015 y la utilidad del uso de las presidencias rotatorias del Consejo de la UE para enfocar la política exterior de la UE según los intereses nacionales. Entre los documentos principales de análisis se incluyen los documentos de conclusiones de las II y III Cumbres UE-CELAC, la Declaración de Buenos Aires de la CELAC, el programa de trabajo para la Presidencia Española de la UE y la Nueva Agenda de la Comisión para América Latina. Entre los factores que impulsaron la reanudación de la relación se encontraron factores contextuales como el impacto de la pandemia Covid-19 o la guerra en Ucrania. El análisis de las diferencias entre la II y III Cumbre UE-CELAC demostró un incremento de las ambigüedades y la neutralidad, así como una posición de mayor igualdad entre las dos regiones. Con todo, el impacto de la Presidencia Española en la relación fue limitado, a pesar de la utilidad para generar una narrativa coherente, los factores contextuales y los compromisos de todas las partes fueron esenciales para reactivar la relación birregional.This paper analyzes the impact of the Spanish Presidency of the Council of the EU had on the relationship between the European Union and the Community of Latin American and Caribbean States (CELAC) by organizing the III EU-CELAC Summit in July 2023, after eight years without high-level meetings. The qualitative case study analyzed the factors that led to the revival of the bi-regional relationship, the main changes and differences between the III EU-CELAC Summit and the previous Summit in 2015, and the usefulness of the use of the rotating presidencies of the EU Council to approach EU foreign policy to national interests. Key documents for analysis include the conclusions documents of the II and III EU-CELAC Summits, the CELAC Buenos Aires Declaration, the working program for the Spanish Presidency of the EU and the EU Commission's New Agenda for Latin America. Among the factors that prompted the resumption of the relationship were contextual factors such as the impact of the Covid-19 pandemic or the war in Ukraine. The analysis of the differences between the II and III EU-CELAC Summits showed an increase in ambiguities and neutrality, and a more equal position between the two regions. The impact of the Spanish Presidency on the relationship was limited, despite its usefulness in generating a coherent narrative, the contextual factors and the commitments of all parties were essential to reactivate the bi-regional relationship.
