El sistema financiero internacional ante tres crisis del siglo XXI

Abstract

En las dos últimas décadas el sistema financiero internacional ha afrontado alteraciones de distinta naturaleza y tipo. Este trabajo analiza cómo la crisis financiera de 2008, la pandemia de COVID-19 y la guerra de Ucrania, afectaron a dicho sistema. Mediante el método comparativo, se analizan estos shocks de naturaleza financiera, sanitaria y bélica, en torno a tres dimensiones: el impacto que tuvieron en los mercados financieros, la respuesta institucional internacional que se dio y el reajuste del orden financiero que cada uno generó. El análisis muestra que las tres afectaron al sistema de forma distinta y que esa diferencia se explica sobre todo por la respuesta institucional, más que por el impacto económico inicial; i) cuando la respuesta fue cooperativa, las economías emergentes ganaron peso; ii) cuando se limitó a proveer liquidez, el dólar conservó su posición dominante; y, iii) cuando la cooperación se fragmentó, surgió la búsqueda de alternativas al dólar. Los resultados más relevantes se enfocan en que las tres crisis no fueron solo perturbaciones económicas, sino episodios que reajustaron el orden financiero internacional según la respuesta institucional que recibieron. Esto indica que la evolución del sistema financiero internacional se ha convertido en una cuestión tan política e institucional como económica.

Over the past two decades, the international financial system has faced disruptions of different kinds and origins. This paper analyzes how the 2008 financial crisis, the COVID-19 pandemic, and the war in Ukraine affected that system. Using the comparative method, these financial, health, and military shocks are examined along three dimensions: their impact on financial markets, the international institutional response they prompted, and the realignment of the financial order that each one produced. The analysis shows that the three crises affected the system in different ways, and that this difference is explained above all by the institutional response rather than by the initial economic impact: i) when the response was cooperative, emerging economies gained greater weight; ii) when it was limited to providing liquidity, the dollar retained its dominant position; and iii) when cooperation fragmented, a search for alternatives to the dollar emerged. The most relevant findings center on the fact that the three crises were not merely economic disruptions, but episodes that reshaped the international financial order depending on the institutional response they received. This indicates that the evolution of the international financial system has become as much a political and institutional matter as an economic one.
