In and beyond the home: A literature review on the spatial relationality of energy poverty

Abstract

La pobreza energética es cada vez más reconocida como un fenómeno socioespacial conformado por factores geográficamente variables y localmente contingentes. Sin embargo, para descubrir todo el potencial del espacio en este campo, necesitamos percibirlo como algo más que una superficie física con algunos factores medibles que indican la distribución espacial y las diferencias de fuentes, infraestructuras y sistemas técnicos relacionados con la energía. Esta revisión se basa en enfoques constructivistas en geografía humana que tratan el espacio como una construcción social y relacional, con el fin de trascender los enfoques espaciales estáticos. Presenta una revisión de la literatura académica en la intersección entre espacio y pobreza energética con el objetivo de descubrir las relaciones subyacentes y los procesos dinámicos que marcan la diferencia en la forma, estructura y factores impulsores de este fenómeno.

Los hallazgos de la revisión muestran que la espacialidad de la pobreza energética va más allá de la ineficiencia material y de las deficiencias en la infraestructura. Más bien, está siendo configurada continuamente a lo largo del espacio y del tiempo por relaciones políticas, económicas, socioculturales e institucionales a múltiples escalas entre actores sociales, entidades y estructuras, a través de tres procesos dinámicos: crear, reforzar y navegar. Esta revisión amplía los límites conceptuales de la pobreza energética y proporciona una base teórica para futuras posibilidades de investigación en el nexo espacio–pobreza energética. Enfatiza la necesidad de pasar de diseños de política a escala de hogar a aquellos que aborden dinámicas relacionales y multiescalares más amplias, con el fin de lograr un sistema energético más inclusivo y justo. Finalmente, presenta aportes de las teorías del espacio relacional para apoyar investigaciones críticas sobre la interseccionalidad de este fenómeno.

Energy poverty is increasingly being recognised as a socio-spatial phenomenon shaped by geographically variable and locally contingent factors. However, to discover the full potential of space in this field, we need to perceive it as more than just a physical surface with a few measurable factors that indicate spatial distribution and differences of energy-related sources, infrastructure and technical systems. This review draws on constructivist approaches in human geography treating space as a social and relational construct to transcend the static spatial approaches. It presents a review of academic literature at the intersection of space and energy poverty with the aim of uncovering underlying relations and dynamic processes that make a difference to the form, structure and drivers of this phenomenon. The findings of the review show that the spatiality of energy poverty goes beyond the material inefficiency and infrastructural failures. Rather, it is continuously shaped across space and time by multi-scalar political, economic, socio-cultural and institutional relations among social actors, entities and structures through three dynamic processes: creating, reinforcing, and navigating. This review extends the conceptual boundaries of energy poverty and provides a theoretical ground for further research possibilities at the space-energy poverty nexus. It emphasises the need to shift from household-scale policy designs to ones that address broader relational and multi-scalar dynamics to achieve a more inclusive and just energy system. Lastly, it presents insights from relational space theories to aid critical inquiries into the intersectionality of this phenomenon.
