Túnez en la encrucijada geopolítica del Mediterráneo: migración, seguridad y la externalización fronteriza de la Unión Europea

Abstract

El presente artículo examina cómo los flujos migratorios de Túnez hacia Europa, tras las Primaveras Árabes, han planteado un dilema de seguridad para la política exterior de la Unión Europea y sus Estados de la frontera sur en el contexto multipolar posterior a la década de las revueltas. La investigación analiza cómo el contexto multipolar y la estructura anárquica del sistema internacional influyen en la política migratoria europea y su proceso de externalización de fronteras. En el caso del norte de África, y Túnez en particular, se estudia cómo el caos generado posteriormente a los acontecimientos de 2011 ha alterado las rutas migratorias, transformando al país en un punto clave tanto de salida como de tránsito para las rutas migratorias del Mediterráneo central. La investigación ofrece una nueva lectura académica al fenómeno migratorio en el Mediterráneo central superando el eurocentrismo predominante en los debates actuales sobre la política migratoria europea. Asimismo, destaca la asimetría de poder entre las potencias tradicionales europeas y su vecindario sur, y propone una reflexión crítica sobre cómo abordar este dilema de seguridad en un contexto de creciente incertidumbre regional.

This article examines the migration flows from Tunisia to Europe following the Arab Spring, presenting a security dilemma for the European Union’s foreign policy and its southern border states within the multipolar context that has emerged after a decade of uprisings. The research investigates how the multipolar environment and the anarchic structure of the international system influence European migration policy and the externalisation processes at its borders. Focusing specifically on North Africa, particularly Tunisia, the study investigates how the chaos generated in the aftermath of the events of 2011 has altered migration routes, thereby positioning Tunisia as a critical point of departure and transit within the Central Mediterranean migration pathways. This research offers a innovative academic interpretation of migration phenomena in the Central Mediterranean, challenging the prevailing Eurocentric perspectives in contemporary discussions regarding European migration policy. It highlights the power asymmetry that exists between traditional European powers and their southern neighbours, advocating for a critical examination of approaches to address this security dilemma amidst increasing regional complexities and uncertainty.
