A one health approach to food safety and the right to health in a global governance

Abstract

Este artículo analiza la insuficiente regulación global de la seguridad alimentaria desde la perspectiva del derecho a la salud, proponiendo la integración del enfoque One Health dentro de un marco de gobernanza cosmopolita. Sostiene que la seguridad alimentaria no debe concebirse únicamente como una cuestión técnica o comercial, sino como un componente esencial de los derechos humanos en un contexto de interdependencia global. A partir del estudio de disputas seleccionadas entre la Unión Europea y la Organización Mundial del Comercio, el trabajo muestra las tensiones normativas entre la liberalización del comercio y la protección de la salud pública. Asimismo, examina el papel de los marcos ESG y de los Objetivos de Desarrollo Sostenible como instrumentos complementarios para avanzar hacia una gobernanza más integrada, basada en derechos, que refuerce la protección de la salud humana, animal y ambiental a escala global.

This article examines the limited global regulation of food safety from the perspective of the right to health, advocating the integration of the One Health approach within a cosmopolitan framework of global governance. It argues that food safety should not be treated merely as a technical or trade-related matter, but as a core human rights concern in an interdependent world. Through an analysis of selected WTO–EU disputes, the article highlights the normative tensions between trade liberalization and public health protection. It further explores the role of Environmental, Social and Governance frameworks and the Sustainable Development Goals as complementary tools to support a more coherent, rights-based approach to global food governance. The study concludes that embedding One Health principles into binding legal and institutional mechanisms is essential to strengthen accountability and ensure effective protection of human, animal and environmental health.
