Un proyecto europeo para el siglo XXI

Abstract

Dos años después de la firma de la Constitución Europea por los 25 jefes de los Estados miembros, el proceso de ratificación se ha estancado. El rechazo del texto en referéndum en Francia y los Países Bajos ha generado reticencias en los gobiernos de otros países para sacar adelante sus propios referéndums. Sin embargo, al mismo tiempo no hay una discusión seria dentro de la Unión sobre cómo salir del impasse político. En este artículo se intenta comprender cuáles fueron las dinámicas que operaban detrás de los rechazos francés y holandés al texto, las diferentes opciones para una salida hoy y las consecuencias socioeconómicas que la actual situación puede tener sobre la Unión, cuando los retos del siglo XXI se hacen cada día más grandes.

Two years after the European Constitution was signed by the 25 heads of the Member States the ratification process has stagnated. The rejection of the text on referendum in France and The Netherlands has created reluctance in other national governments to carry on their own referendums. However, at the same time there is no serious discussion within the Union about how to get out of the political impasse. This paper aims at understanding what were the dynamics behind the French and Dutch rejections of the text, the different options for a way out today, and the socio-economic consequences the current situation has on the Union as the challenges of the 21st century become greater everyday.
