How to Establish a Language Policy: Opportunities and challenges

Abstract

El objetivo de una política lingüística (PL) es promover a los estudiantes y toda la comunidad universitaria a participar activamente en la vida universitaria y desarrollar todo su potencial a nivel personal, académico y personal, sin barreras lingüísticas. No obstante, a pesar de su gran valor estratégico, su implantación es un gran reto. La PL afecta a todos los sectores de la universidad; por ello, es esencial involucrar a representantes de personal administrativo, docentes, estudiantes, empresas, sociedad. Este capítulo describe la PL de La Universidad Europea, institución que pertenece a la red de Laureate International Universities, por lo que su política lingüística debe contemplar no solo el contexto institucional español, sino también el internacional. Se presentarán los objetivos, procesos, retos y soluciones encontrados a la hora de diseñar una política coherente conforme a (1) las tres líneas de actuación definidas por la CRUE: acreditación, formación, incentivación, y (2) las prioridades determinadas a nivel internacional por la red Laureate, con el fin de presentar buenas prácticas a seguir. Hemos contado con el asesoramiento de Cambridge English, las pautas indicadas por la CRUE en su marco de política lingüística y otros documentos clave indicados en la bibliografía.

An institutional language policy (LP) should aim to provide the university community as a whole and students in particular with a linguistically and culturally diverse, barrier-free environment, enabling them to participate and take advantage of their instructional opportunities at a personal, academic and professional level. However, in spite of its strategic value, implementing an LP is a challenge and requires active support from students, professors, administration, businesses and society in general. This chapter is based on the LP developed at Universidad Europea, which in turn forms part of Laureate International Universities, and therefore contemplates not only the national but also the international context of higher education institutions. The chapter will outline objectives, processes, challenges, solutions and examples of good practice involved in the development of an institutional language policy in accordance with (1) the priority actions indicated by the CRUE, i.e. accreditation, training and incentives and (2) international priorities set by the Laureate network. Throughout the process, Cambridge English has acted as consultant, and CRUE guidelines and other key documentation listed in the bibliography have been taken into consideration.
