Call for Action. Energy poverty will increase with the COVID-19 crisis. Time for a right to energy!

Abstract

¿Y si cuando se anunciaron los cierres, no pudieras encender tu televisión para ver las noticias, ni hacer videollamadas a tu familia ni mantenerte caliente día y noche? ¿Qué pasaría si cada vez que cocinara una comida caliente, o su hijo se conectara a Internet para ir a la escuela, se preocupara por la próxima factura de la energía? ¿Y si, como consecuencia de la desaceleración económica, perdiera su trabajo? La crisis de COVID-19 está generando nuevos problemas en todas partes, independientemente del país, la región, el nivel de desarrollo económico o los antecedentes culturales y educativos de las personas. Nosotros, un grupo de académicos y expertos en pobreza energética, creemos que el brote de coronavirus demuestra una vez más que la energía y los servicios energéticos son ingredientes esenciales para una vida segura, saludable y decente. Por lo tanto, pedimos un debate europeo informado sobre el derecho a la energía y los servicios energéticos. Este debate debería ir acompañado de acciones científicas sólidas sobre cómo afrontar la situación actual, cómo prepararse para las secuelas y cómo fomentar la evolución hacia una nueva normalidad en la que se mantenga la pobreza energética, con el objetivo de consolidarla en un innovador Pacto de Solidaridad Energética.

What if, when lockdowns were announced, you could not switch on your TV to check the news, not video call your family nor stay warm at day and night? What if every time you cooked a hot meal, or your child went online for school, you would worry because of the upcoming energy bill? What if, as a consequence of the economic slowdown, you lost your job? The COVID-19 crisis is generating new problems everywhere, regardless of the country, region, the level of economic development or the cultural and educational background of people. We, a group of energy poverty scholars and experts, believe that the coronavirus outbreak shows once more that energy and energy services are essential ingredients to a safe, healthy, and decent life. Therefore, we call for an informed European debate on a right to energy and energy services. This should be accompanied by solid scientific actions on how to deal with the current situation, how to prepare for the aftermath and how to foster the evolution towards a new normal where energy poverty is kept off, with the aim to consolidate it in an innovative Energy Solidarity Pact.
