El proyecto One Belt, One Road y la geopolítica de China: La aplicabilidad del concepto de Smart Power

Abstract

Con el imparable crecimiento económico de la República Popular China y su correspondiente desarrollo a nivel militar y social se está produciendo un cambio en el orden internacional que hemos conocido hasta la fecha desde el final de la Guerra Fría. Ha sido un largo proceso de cambios y crecimiento que se ha fraguado durante décadas y que ha mostrado su verdadera magnitud en los últimos años con la presentación del proyecto One Belt, One Road, anunciado por Xi Jinping en 2013.

Este proyecto busca conectar Europa con China a través de rutas comerciales terrestres y marítimas que recorran la mayor cantidad de Estados posibles, con el objetivo de crear un crecimiento económico extraordinario. Para ello, ha creado grandes fondos de inversión que financiarán el proyecto y ha logrado atraer la atención tanto de países en vías de desarrollo como de las principales potencias de Europa y Asia. Debido a su magnitud, se ha convertido en el proyecto por excelencia de la política exterior de China.

Sin embargo, existe una gran reticencia por parte de la comunidad internacional a confiar plenamente en China respecto de sus verdaderos objetivos geopolíticos y estratégicos que pretende alcanzar a través de este proyecto. En consecuencia, China ha adoptado un discurso destinado a mejorar la imagen que se tiene del país asiático en el exterior, y mejorar así la opinión pública en relación con el proyecto OBOR. El objetivo de este trabajo es analizar la política exterior china y la verdadera naturaleza y alcance del proyecto OBOR a nivel geopolítico, utilizando los conceptos teóricos vigentes sobre las mecánicas de poder (Soft Power, Smart Power y Hard Power) y su aplicación a la política exterior de China.

With the unstoppable economic growth of the People's Republic of China and its corresponding development at the military and social level, a change is taking place in the international order that we have known to date since the end of the Cold War. It has been a long process of change and growth that has been forged over decades and has shown its true magnitude in recent years with the unveiling of the One Belt, One Road project announced by Xi Jinping in 2013.

This project seeks to connect Europe with China through land and maritime trade routes that cross as many states as possible, with the aim of creating extraordinary economic growth. To this end, it has created large investment funds to finance the project and has attracted the attention of both developing countries and the major powers of Europe and Asia. Because of its magnitude, it has become China's foreign policy project par excellence.

However, there is great reluctance on the part of the international community to fully trust China regarding its real geopolitical and strategic objectives that it intends to achieve through this project. Consequently, China has adopted a discourse aimed at improving the image of the Asian country abroad, and thus improving public opinion regarding the OBOR project. The objective of this paper is to analyze China's foreign policy and the true nature and scope of the OBOR project at the geopolitical level, using the current theoretical concepts of power mechanics (Soft Power, Smart Power and Hard Power) and their application to China's foreign policy.
