| Resumen : | This article describes the evolution of energy policy in the European Union (EU). It is divided into three sections, which provide answers to the following questions: 1.) What was the evolution of energy-related initiatives in the construction of the EU? 2.) What are the obstacles to the existence of a truly pan-European energy policy? 3.) What should be the roles of markets and government regulation in achieving the objectives of an EU energy policy? This article describes the evolution of energy policy in the European Union (EU).
