De complementarios a indispensables. Trabajadores rumanos en los enclaves de producción estacional de Huelva y Lleida

Abstract

Este capítulo tiene varios objetivos. En primer lugar, perseguirá reconstruir la evolución histórica experimentada por los trabajadores agrícolas rumanos en las provincias de Huelva y Lleida señalando los determinantes que han permitido que pasen de ser una fuerza de trabajo complementaria en sus inicios, a representar el principal colectivo empleado en el sector. En segundo lugar, mediante una revisión de datos estadísticos suministrados por el Servicio Público de Empleo Estatal (SEPE) se buscará demostrar no solo su importante peso estructural sino señalar el hecho de que, gracias a su entrada en la UE, han constituido un suministro constante de mano de obra que ha permitido a los empresarios solventar, durante el periodo de crisis, los problemas que ha acarreado la congelación del mecanismo de contratación en origen para el sector. Por último, en base a un trabajo cualitativo realizado en ambas provincias, se explorarán algunos posibles elementos determinantes de este tipo de migraciones tales como las motivaciones o los impactos que éstas tienen en la vida de los trabajadores. Con ello, podrán entreverse algunos de los factores micro que han influido en todo este proceso.

This chapter has several objectives. Firstly, it will seek to reconstruct the historical evolution experienced by Romanian agricultural workers in the provinces of Huelva and Lleida, pointing out the determinants that have allowed them to go from being a complementary workforce at the beginning to representing the main group employed in the sector. Secondly, through a review of statistical data supplied by the State Public Employment Service (SEPE), we will seek to demonstrate not only their important structural weight but also to point out the fact that, thanks to their entry into the EU, they have constituted a constant supply of labour which has enabled employers to solve, during the crisis period, the problems caused by the freezing of the mechanism of hiring at source for the sector. Finally, based on qualitative work carried out in both provinces, we will explore some possible determinants of this type of migration, such as the motivations and impacts that it has on the lives of workers. In this way, some of the micro factors that have influenced the whole process can be glimpsed.
