Armas de destrucción masiva ante un nuevo escenario internacional del covid-19 (parte ii): Rusia, UE, Derechos Humanos y armas químicas y biológicas

Abstract

Este capítulo comienza con una llamada de atención ante la vulneración del los Derechos Humanos por la utilización de armas químicas, a la luz del Derecho Internacional y del Derecho Internacional Humanitario, marcando las premisas para el análisis del posicionamiento de Rusia y de UE frente a la utilización de armas químicas contra la población civil en Siria. Será también objeto de atención la conexión entre las ciberamenazas y las armas químicas, con la posible intervención de grupos terroristas. En relación con las armas biológicas, se mostrará que no estábamos preparados ante los riesgos y las devastadoras consecuencias provocadas por agentes biológicos, al haber minusvalorado previamente a esta amenaza y, consecuentemente, a las armas biológicas.

This chapter begins with a wake-up call to the violation of Human Rights by the use of chemical weapons, in the light of International Law and International Humanitarian Law, marking the premises for the analysis of the position of Russia and the EU against the use of chemical weapons against the civilian population in Syria. Attention will also be paid to the connection between cyber threats and chemical weapons, with the possible intervention of terrorist groups. With regard to biological weapons, it will be shown that we were not prepared for the risks and devastating consequences caused by biological agents, having previously underestimated this threat and, consequently, biological weapons
